U.S. Search Is On For Radicalized Americans
The top U.S. diplomat in  Pakistan says the Obama administration does not know how many Americans might have disappeared overseas to train with al-Qaida or other terrorist groups. The number is not thought to be large, but Ambassador to Pakistan Anne Patterson outlined a possible "nightmare scenario" — people holding U.S. passports receiving terrorist training then returning legally to the U.S. to commit violent acts. She said in a speech Friday to the Pacific Council in Los Angeles that the U.S. is working with Pakistan and other governments to figure out how to identify such people. She said after the speech "there are more out there than we know about." Five American Muslims from the Washington, D.C., area were arrested last year in Pakistan, where they face possible terrorism charges.

Call For US Muslims To Attack America's 'High Value Targets'
Al-Qaida's American-born spokesman on Sunday called on Muslims serving in the U.S. armed forces to emulate the Army major charged with killing 13 people in Fort Hood. In a 25-minute video posted on militant Web sites, Adam Gadahn described Maj. Nidal Hasan as a pioneer who should serve as a role model for other Muslims, especially those serving Western militaries. "Brother Nidal is the ideal role-model for every repentant Muslim in the armies of the unbelievers and apostate regimes," he said. Gadahn, also known as Azzam al-Amriki, was dressed in white robes and wearing a white turban as he called for attacks on what he described as "high-value targets." "You shouldn't make the mistake of thinking that military bases are the only high-value targets in America and the West. On the contrary, there are countless other strategic places, institutions and installations which, by striking, the Muslim can do major damage," he said, an assault rifle leaning up against a wall next to him.

Pakistan's Inter-Services Intelligence Agency Protecting Osama Bin Laden
Osama bin Laden - remember him? Where is he, and is the U.S. getting closer to killing or capturing him? Those are the questions hovering over several recent developments in the Afghanistan war: the capture of Afghan Taliban military leader Mullah Abdul Ghani Baradar,  the killing of two key Taliban commanders  and an increase in drone attacks. But several authorities on the eight-year Afghanistan war say no one should expect to see bin Laden in handcuffs anytime soon. “No, I don’t think we’re getting any closer,” says Stephen Tanner, author of “Afghanistan: A Military History from Alexander the Great to the War against the Taliban." Tanner says the ISI, Pakistan's Inter-Services Intelligence Agency, knows where bin Laden is hiding, but is not ready to say. “We got to make a deal with Pakistan because I’m convinced that he’s [bin Laden] protected by the ISI,” Tanner says. Tanner says that rogue elements within the ISI - if not the Pakistani government – may be using bin Laden as a “trump card” to exert leverage over the United States. Tanner says that Pakistani leaders are concerned that the U.S. will draw closer to India, Pakistan’s chief rival.

US Creates Terror Groups, Ex-Intelligence Chief Says
Former head of Pakistan's Inter-Services Intelligence (ISI) agency Hamid Gol says the United States is seeking to create and train terrorist groups in the region. In a Wednesday interview with Fars news agency, Gol said Washington had been making efforts to destabilize the region through supporting groups like the Pakistan-based Jundallah terrorist group. Gol went on to say that such attempts by the US intelligence agencies were in particular directed at fomenting unrest in Iran. "The US intelligence agencies pursued just one goal by forming Rigi's group which was provoking unrests and instability in Iran," Gol was quoted as saying. He also accused Washington and its western allies of seeking to strain ties between Iran and Pakistan. The remarks come days after Iranian security forces arrested Jundallah ringleader Abdolmalek Rigi while he was aboard a Kyrgyz airliner on a flight from the United Arab Emirates to Kyrgyzstan.

Bioterrorism Preparedness Needs A Boost From Congress
For two reasons U.S. Rep. Rush Holt, D-Hopewell Township, has taken a keen interest in the deadly anthrax attacks that took place soon after events of Sept. 11, 2001. As the lone physicist in Congress, Holt has a knowledge of science that helps gives him an understanding of what happened when the anthrax letters were mailed, and an appreciation of what could happen if our enemies in the War on Terror engaged in similar attacks... Last month the FBI closed its investigation, asserting that Bruce Ivins, who worked as a microbiologist at the U. S. Army Medical Research Institute in Fort Detrick, Md., acted alone. It was a circumstantial case that focused on Ivins' access to anthrax and his bizarre life story. The FBI finding has never sat well with Holt. Last year he introduced the Anthrax Attacks Investigation Act, calling on Congress and the president to establish a commission similar to the 9/11 Commission. Last week Holt inserted language into the 2010 Intelligence Authorization Bill that would require the intelligence community to examine the possibility of foreign involvement into the anthrax attack. What troubled Holt was the work of the Department of Justice and the FBI, which had initially labeled scientist Steven Hatfill a "person of interest." Hatfill sued the department, and reached a $5.85 million settlement. Ivins can no longer defend himself, nor will evidence be presented in open court. Ivins "committed suicide" in 2008.

Israeli Report: U.S. Cozying Up To Palestinians Under Obama
The U.S. administration will not put a lot of effort into the upcoming indirect negotiations between Israel and the Palestinians, opting instead to focus on the November Congressional elections, according to an internal Foreign Ministry report that was distributed to Israeli diplomatic missions abroad. The classified report claims that in the preparatory discussions for the Israeli-Palestinian proximity talks the Obama administration adopted positions that are closer to Palestinian demands. "The recent American statements point to the adoption of wording in line, even if partially and cautiously, with Palestinian demands in regard to the framework and structure of negotiations," the report stated. "Still, the [U.S.] administration is making sure to avoid commenting on its position on core issues." U.S. Mideast envoy George Mitchell arrived in Israel last night for what is expected to be a final series of talks before the official announcement of the resumption of talks between Israel and the Palestinian Authority, in an indirect format.

The White House on Friday announced a "summit on entrepreneurship" to build economic ties with the Islamic world, part of President Barack Obama's outreach to Muslims. The White House said it has invited participants from more than 40 countries over five continents for the April 26-27 conference in Washington. "The summit will highlight the role entrepreneurship can play in addressing common challenges while building partnerships that will lead to greater opportunity abroad and at home," White House spokesman Robert Gibbs said. Obama first spoke of the entrepreneurship conference in his signature June 4 speech in Cairo to the Islamic world. In the closely watched address, Obama said the United States was seeking a "new beginning" with the Islamic world to rebuild relations that had sharply deteriorated over the past decade. Obama promised at the time that he would convene a "presidential summit on entrepreneurship" by the end of 2009.

Even his critics describe him as “brilliant,” but President Obama’s newly minted judicial nominee — law professor Goodwin Liu — will not have an easy time getting to the 9th Circuit bench. At age 39, Liu has compiled an impressive resume: Rhodes Scholar, Supreme Court clerk, top grades at both Stanford University and Yale Law School and now law professor University of California, Berkeley. Liu has also aligned himself with progressive legal groups, including the American Constitution Society, where he is chairman of the board of directors. That’s prompting opponents to argue that Liu is “too far outside the mainstream” to take a seat on a court just one step below the Supreme Court of the United States.

Tasers Under Scrutiny After Claims Of Death
Sitting at the kitchen table in his small house, Steven Butler has trouble even with a very simple question. He cannot tell you the day of the week or the month, and he has to have the help of a calendar to tell you the year. "Once a moment is gone, it's gone," said his brother and caregiver, David Butler says in an interview to air on tonight's "Campbell Brown". "He can't remember any good times, birthday parties, Christmas, any event." On October 7, 2006, Steven Butler, by his own admission, was drunk and disorderly. He refused an order from a police officer in his hometown to get off a city bus. The officer used his Taser ECD (officially, an "Electronic Control Device") three times. According to doctors, Butler suffered immediate cardiac arrest. He was revived by emergency medical technicians who happened to be close by, but his attorneys say his brain was deprived of oxygen for as long as 18 minutes. He is now permanently disabled. Butler and his family have filed a lawsuit -- not against the police, but against the maker of the weapon, Taser International.

Peterson is also founder of the Peter Peterson Foundation, which has adopted the cause of imposing "fiscal responsibility" on Congress. He hired David M. Walker, former head of the Government Accounting Office, to spearhead a massive campaign to reduce the runaway federal debt...

Feds Weigh Expansion Of Internet Monitoring
Homeland Security and the National Security Agency may be taking a closer look at Internet communications in the future. The Department of Homeland Security's top cybersecurity official told CNET on Wednesday that the department may eventually extend its Einstein technology, which is designed to detect and prevent electronic attacks, to networks operated by the private sector. The technology was created for federal networks. Greg Schaffer, assistant secretary for cybersecurity and communications, said in an interview that the department is evaluating whether Einstein "makes sense for expansion to critical infrastructure spaces" over time. Not much is known about how Einstein works, and the House Intelligence Committee once charged that descriptions were overly "vague" because of "excessive classification." The White House did confirm this week that the latest version, called Einstein 3, involves attempting to thwart in-progress cyberattacks by sharing information with the National Security Agency.

Facial Recognition Technology Proposed For School Buses
Described by school superintendent Madeline P. Meyer as “cutting edge technology,” the Seekonk School Committee is currently weighing a proposal from Volpe Industries Inc. (VPI) to place GPS tracking and facial recognition equipment on a Seekonk school bus. On Friday, Feb. 12, the school committee received a letter from VPI President/CEO Christopher Volpe inquiring whether or not there was interest in taking part in a type of “pilot program” for bus and student tracking. According to the letter, VPI (a local business supplier of video surveillance systems located on Route 44) is currently developing a system that will allow school departments to monitor and track their buses throughout town. “The concept is to mount two small cameras, a mini computer and GPS tracking equipment in each bus,” reads the letter. What this system would allow, Mr. Volpe said, is as follows: * GPS tracking of all buses to monitor real-time location. * The ability for school administration to view the interior of all buses, with optional listen and talk capabilities. * Video recording of all activity on the bus while picking up and dropping off students with optional audio. * Tracking of all students with facial recognition to confirm that the student got on or off the correct bus.

Computer Touch Screen May Be Your Own Body
In the future, you won't need to carry a computer. You'll only have to roll up your sleeve. Researchers at Microsoft and Carnegie Mellon University are developing a device that will project a touch screen onto the body – in most cases, your hand or forearm. They call the technology "skinput." Lead researcher Chris Harrison makes his living turning everyday objects into touch screens. Currently available platforms allow users to projects screens onto tables and other flat surfaces. Harrison points out that you can never find a table just when you need one, so he's focusing on the one surface you can count on – yourself. The body provides "two square metres of external surface area" – depending on how often you hit the gym. Skinput uses a (still clunky looking) armband that projects a touch screen onto the forearm and hand. Large tabs or push buttons flicker across your flesh. The system works on acoustics. When you tap your forearm, acoustic signals are produced as your flesh ripples and your bones vibrate. Each strike makes a distinct acoustic impression, owing to bone density, the size and mass of your arm and the dampening effect of muscle tissue. Skinput's software "listens" to each tap, and then assigns it to a location on the screen.

5 Ways Your TV Is Killing You
TV-viewing is a pretty deadly pastime, research suggests. No matter how much time you spend in the gym, every hour you spend in front of the TV increases your risk of dying from heart disease, according to a recent report in Circulation: Journal of the American Heart Association. Australian researchers studied 8,800 adult men and women for an average of six years and found that every hour spent in front of the TV translated into an 11 percent increase in the risk of death from any cause, a 9 percent increase in the risk of death from cancer and an 18 percent increase in the risk of death from cardiovascular disease. So, compared to people who watched less than two hours of TV a day, those who watched four or more hours a day had a 46 percent higher risk of death from any cause and an 80 percent higher risk of death due to cardiovascular disease. And that was true even among people who didn’t smoke, were thin, ate healthy diets and had low blood pressure and cholesterol...

DARPA Pushes for Fail-Proof Prosthetics
Better prosthetic devices have been a major Pentagon priority for years. Now, they want to make the devices longer-lasting, more reliable and better able to integrate directly with the human brain. DARPA, the military’s risk-taking research agency, is launching the next phase of its Revolutionizing Prosthetics program, which was started in 2000 with the goal of creating a fully-functioning, neurally-controlled human limb within five years. Since then, the agency has made plenty of progress. They’re currently doing human trials of the DEKA Arm, a prosthetic that allows users to complete day-to-day tasks with unprecedented ease. That arm uses a joystick-style interface, with a user tapping commands with their toes to trigger movements with the arm. At Johns Hopkins, DARPA-funded researchers are still working on an arm that uses a 100-sensor neural interface to create a brain-body meld much like what’s inherent in natural limbs.

Mad Scientists Study Swarming Robotics, Cyber Networks
Forget the Oscars, the event I want an invitation to is the Army’s annual mad scientists’ ball. That’s right, the Army actually holds an an annual conference — formally titled the  “Mad Scientist Future Technology Seminar” — that brings together scientists, science fiction writers, futurists, academics and members of the government and the private sector to discuss the military implications of emerging science and technology. Sounds fun. I mean, where else can you get together to talk about electromagnetic pulse guns, cyborgs and swarming mini-bombs? According to an unclassified summary obtained by Danger Room, the theme of this year’s Mad Scientist confab, held January 20-23, was the “blending” of science and technology in ways that might threaten the United States. “While there is room for debate about which technologies can and will be blended, what is certain is that the nature of warfare is changing; shifting increasingly from large scale, kinetic soldier-on-soldier operations to decentralized non-kinetic operations reliant upon cyber networks, robotics, and/or electronic media to achieve their desired effects,” the summary states. “… While conventional warfare is by no means obsolete, 21st century warfare will be defined by the adversary’s ability to blend existing and nascent technologies as a means to resist or disrupt a numerically or technologically superior force.”

Nanotech May Tap Into Your Mind
New sensors built using nanotechnology could read and write information directly into the brain. Telecommunications researchers in Japan are attempting to create electronic sensors that can not only receive information from the brain, but could manipulate our neural pathways. While the concept might conjure science-fiction images of half-human, half-machine cyborgs, Dr Keiichi Torimitsu of Nippon Telegraph and Telephone (NTT), says the research is more likely to provide relief for people with Parkinson's disease or overcoming a stroke. Torimitsu presented his team's work on the development of bionic, or bio-mimetic, brain sensors at this week's International Conference on Nanoscience and Nanotechnology (ICONN) in Sydney. "Establishing connections between the brain and electrical instruments is important for understanding how the brain works and for controlling neural activity," says Torimitsu, who heads NTT's Molecular and Bioscience Group.

Mind-Reading Computers Turn Heads At CeBIT
Huge crowds at the world's biggest technology trade fair gathered round a man sitting at a pinball table, wearing a cap covered in electrodes attached to his head, who controlled the flippers with great proficiency without using hands. "He thinks: left-hand or right-hand and the electrodes monitor the brain waves associated with that thought, send the information to a computer, which then moves the flippers," said Michael Tangermann, from the Berlin Brain Computer Interface. But the technology is much more than a fun gadget, it could one day save your life. Scientists are researching ways to monitor motorists' brain waves to improve reaction times in a crash. In an emergency stop situation, the brain activity kicks in on average around 200 milliseconds before even an alert driver can hit the brake. There is no question of braking automatically for a driver - "we would never take away that kind of control," said Tangermann.

The Brain Scanner That Feels Your Pain
Pain intensity, the most personal of experiences, can now be measured from the outside, say researchers who scanned the brains of young men who were fresh out of the operating theatre. Their claim reopens the debate over whether pain can be measured objectively. It might even be possible to gauge the pain felt by newborn babies, fetuses, "locked-in" patients, who can't communicate with the outside world, and animals. "The definition of pain is that it is subjective, and until now an objective measurement has remained elusive," says Morten Kringelbach of the University of Oxford, who has previously worked on a method of objective pain measurement and was not involved in the most recent work.

Herschel Spots Life-Enabling Molecules In Orion Nebula
ESA's Herschel Space Observatory has revealed the chemical fingerprints of potential life-enabling organic molecules in the Orion Nebula, a nearby stellar nursery in our Milky Way galaxy. This detailed spectrum, obtained with the Heterodyne Instrument for the Far Infrared (HIFI) - one of Herschel's three innovative instruments - demonstrates the gold mine of information that Herschel-HIFI will provide on how organic molecules form in space. The spectrum, one of the first to be obtained with HIFI since it returned to full health in January 2010 following technical difficulties, clearly demonstrates that the instrument is working well. Striking features in the HIFI spectrum include a rich, dense pattern of "spikes", each representing the emission of light from a specific molecule in the Orion Nebula. This nebula is known to be one of the most prolific chemical factories in space, although the full extent of its chemistry and the pathways for molecule formation are not well understood. By sifting through the pattern of spikes in this spectrum, astronomers have identified a few common molecules that appear everywhere in the spectrum. The identification of the many other emission lines is currently ongoing.

The Future of Space - Manned VS Robotic Missions?
Will unmanned robotic missions be able to detect weird microscopic life-forms they are not programmed to recognize that might be lurking below the surface of Saturn's Titan, or beneath the murky seas of Jupiter's jumbo moon, Europa? The answer to this question is at the core of one of the greatest of the ongoing debates in space exploration: the question of man vs. unmanned robotic missions. NASA currently operates more than 50 robotic spacecraft that are studying Earth and reaching throughout the solar system, from Mercury to Pluto and beyond. Another 40 unmanned NASA missions are in development, and space agencies in Europe, Russia, Japan, India and China are running or building their own robotic craft. What is not commonly known however is that many of NASA's leading scientists also champion human exploration as a worthy goal in its own right and as a critically important part of space science in the 21st century. The Obama administration's new NASA strategy that strongly favors robotic exploration, has opened the debate anew.

The "theory of everything" is one of the most cherished dreams of science. Could Phobos Be Hollow?
Back in the 1950s and 1960s, there was some speculation that Mars moon Phobos could possibly be hollow due to the its unusual orbital characteristics. While scientists now agree that the moon is very likely not hollow, vast caverns may exist within the moon, and it might be a porous body instead of solid. The Mars Express spacecraft made a close flyby of Phobos on Wednesday to help provide more data on the interior of Phobos, and all indications are the event was a big success. The spacecraft skimmed smoothly over the odd-shaped moon at just 67 km, the closest any manmade object has ever been. No images were taken from this flyby. Instead all the instruments were turned off so that ground stations could listen for a pure radio signal of how Phobos "tugged" on the spacecraft. Scientists say the data collected could help unlock the origin of Phobos and other ‘second generation’ moons. “Phobos is probably a second-generation Solar System object,” said Martin Pätzold, Universitat Koln, Cologne, Germany, and Principal Investigator of the Mars Radio Science (MaRS) experiment. Second generation means that it coalesced in orbit after Mars formed, rather than forming at the same time out of the same birth cloud as the Red Planet. There are other moons around other planets where this is thought to have been the case too, such as Amalthea around Jupiter.

Russian scientists are reporting to Prime Minister Putin today that the high-energy beam fired into the upper heavens from the United States High Frequency Active Auroral Research Program (HAARP) radar facility in Ramfjordmoen, Norway this past month has resulted in a “catastrophic puncturing” of our Plant’s thermosphere thus allowing into the troposphere an “unimpeded thermal  inversion” of the exosphere, which is the outermost layer of Earth’s atmosphere. To how catastrophic for our Planet this massive thermal inversion has been Anthony Nunan, an assistant general manager for risk management at Mitsubishi Corporation in Tokyo, is reporting today that the entire Northern Hemisphere is in winter chaos, with the greatest danger from this unprecedented Global event being the destruction of billions of dollars worth of crops in a World already nearing the end of its ability to feed its self.

Methane Bubbles In Arctic: More Questions Than Answers
Large amounts of a powerful greenhouse gas are bubbling up from a long-frozen seabed north of Siberia, raising fears of far bigger leaks that could stoke global warming, scientists said. It was unclear, however, if the Arctic emissions of methane gas were new or had been going on unnoticed for centuries -- since before the Industrial Revolution of the 18th century led to wide use of fossil fuels that are blamed for climate change. The study said about 8 million tonnes of methane a year, equivalent to the annual total previously estimated from all of the world’s oceans, were seeping from vast stores long trapped under permafrost below the seabed north of Russia. "Subsea permafrost is losing its ability to be an impermeable cap," Natalia Shakhova, a scientist at the University of Fairbanks, Alaska, said in a statement. She co-led the study published in Friday’s edition of the journal Science. The experts measured levels of methane, a gas that can be released by rotting vegetation, in water and air at 5,000 sites on the East Siberian Arctic Shelf from 2003-08. In some places, methane was bubbling up from the seabed.

Shields Down! Earth's Magnetic Field May Drop In A Flash
Even if we knew precise details of Earth's core, we would not be able to predict a catastrophic flip in the polarity of its magnetic field more than a decade or two ahead. Our planet's magnetic field has reversed polarity from time to time throughout its history. Some models suggest that a flip would be completed in a year or two, but if, as others predict, it lasted decades or longer we would be left exposed to space radiation. This could short-circuit satellites, pose a risk to aircraft passengers and play havoc with electrical equipment on the ground. To test whether we would see a flip coming, Gauthier Hulot of Denis Diderot University in Paris, France, and colleagues ran computer simulations of Earth's magnetic dynamo based on a range of plausible values for inputs such as the viscosity, electrical and thermal conductivity of the outer core, and the temperature difference across it. The model's predictions remained consistent over this range of values for no more than a few decades, Hulot's team will report in Geophysical Research Letters. Their result implies that we can forecast a flip only this far in advance - and then only with data that is as precise as possible. "It's like predicting the weather," says Hulot.

California Not Ready For Big Earthquake, UCLA Study Says
A new UCLA study released on Friday finds that Californians have not prepared for the next big earthquake, which most experts regard as inevitable.  Commissioned by the California Emergency Management Agency (CEMA) and conducted by the UCLA School of Public Health, the study reported that less than 35% of Californians know how to make their home structure safer and safeguard their finances, less than 20% have structurally reinforced their home, less than 20% have purchased earthquake insurance, only 40% have a family disaster plan, and 40% keep the recommended 3 gallons of water per person stored in their home.  Among its other findings, the study concluded that Californians in high risk areas have not prepared adequately for the greater risk they face, "few households have acted to mitigate losses and reduce injury," and members of the Hispanic population were the least likely to have made preparations. Many of these entities face similar challenges to individuals when trying to figure out how much time and how many resources they want to devote to disaster preparedness.

And There Shall Be Earthquakes In Diverse Places: Haiti, Chile, Taiwan, Where Next?
The 6.4-magnitude Taiwan earthquake that hit Thursday on the heels of massive quakes in Haiti and Chile, has some worrying about a spike in seismic activity. But there's no geological connection between those quakes, and nothing unusual in the number of recent big quakes, says Kuo Kai-wen, director of the Seismology Center of Taiwan's Central Weather Bureau. "Because Haiti just happened, everyone's paying more attention to earthquakes," says Mr. Kuo. "But the activity is normal – it's not so scary." About 64 injuries have been reported from Taiwan's quake, which hit about 250 miles south of Taipei at 8:18 am local time and was followed by several aftershocks. But it triggered power outages, halted high-speed rail service, and caused panic as people ran out of schools and homes. Kuo says the Taiwan, Chile, and Haiti quakes involved different tectonic plates. Globally, he says, there's an average of one magnitude 8 or higher earthquake per year, some 17 magnitude 7 or higher quakes, and 170 to 180 of magnitude 6 or larger.

The Earth Shall Reel To And Fro As A Drunkard: Natural Disasters To Cost Insurers Billions
February's combination of natural catastrophes, including one of the biggest earthquakes by magnitude in history, will cost reinsurers and insurers billions, said reinsurance broker Aon Benfield on Friday. The magnitude-8.8 earthquake which struck central Chile on February 27 was the seventh strongest on record, and affected more than 1.5 million homes, buildings and other structures. The disaster follows the Haiti earthquake on January 12, which to date has claimed more than 200,000 lives. "Insurance penetration in Chile is far greater than in Haiti, and insured losses are expected to be low single digit billions of dollars, while economic losses are forecast to reach tens of billions of dollars," said Aon Benfield in a report. "As with Haiti, this event has seen a swift and ongoing relief effort. This magnitude-8.8 event was the largest to strike Chile since the magnitude-9.5 Valdivia earthquake that struck on May 22, 1960," said Steve Jakubowski, president of impact forecasting at Aon Benfield.

Confirmed: Fossil Ida Is Not A Human Ancestor
About a year ago we were stunned in the New Scientist offices to learn of a beautiful, 47-million-year-old primate fossil which was being hyped as the ancestor to all humans. Nicknamed "Ida", The Guardian newspaper hailed it as "the eighth wonder of the world". The main reason we were stunned was because we were learning of this fabulous discovery through the media, not directly from an academic journal. Something smelt wrong (we were also peeved that we hadn't been told about it). And as soon as scientists and bloggers got their hands on the paper describing Darwinius masillae the dissent started. Now an independent team has examined the fossil in detail. In a paper in the Journal of Human Evolution they strongly argue that Darwinius is not one of our ancestors. Jørn Hurum of the University of Oslo, Norway, the palaeontologist who first described Darwinius and orchestrated the media blitz, had claimed the fossil was a haplorhine - a "dry-nosed" primate of the group that includes old world monkeys and apes (and humans).

Lost Jewish Tribe 'Found In Zimbabwe'
In many ways, the Lemba tribe of Zimbabwe and South Africa are just like their neighbours. But in other ways their customs are remarkably similar to Jewish ones. They do not eat pork, they practise male circumcision, they ritually slaughter their animals, some of their men wear skull caps and they put the Star of David on their gravestones. Their oral traditions claim that their ancestors were Jews who fled the Holy Land about 2,500 years ago. It may sound like another myth of a lost tribe of Israel, but British scientists have carried out DNA tests which confirm their Semitic origin. These tests back up the group's belief that a group of perhaps seven men married African women and settled on the continent. The Lemba, who number perhaps 80,000, live in central Zimbabwe and the north of South Africa. And they also have a prized religious artefact that they say connects them to their Jewish ancestry - a replica of the Biblical Ark of the Covenant known as the ngoma lungundu, meaning "the drum that thunders". The object went on display recently at a Harare museum to much fanfare, and instilled pride in many of the Lemba. "For me it's the starting point," says religious singer Fungisai Zvakavapano-Mashavave.

Population Control: Washington DC To Distribute Free Female Condoms
Washington DC will become the first city in the US to make female condoms available for free, the Washington Post has reported. The contraceptives will be handed out in beauty salons, convenience stores and high schools in areas with high rates of HIV/Aids infection. Male condoms have long been handed out but infection rates remain high among Washington's black residents. Female condoms have been on sale since 1993 but take-up has been slow. The initial version of the contraceptive was judged by US customers to be too expensive. However, a new version now being used in countries including South Africa, Brazil, and Indonesia will be distributed in Washington DC and offered for sale in pharmacies alongside male condoms.

Xinran Xue, a Chinese writer, describes visiting a peasant family in the Yimeng area of Shandong province. The wife was giving birth. “We had scarcely sat down in the kitchen”, she writes, “when we heard a moan of pain from the bedroom next door…The cries from the inner room grew louder—and abruptly stopped. There was a low sob, and then a man’s gruff voice said accusingly: ‘Useless thing!’ “Suddenly, I thought I heard a slight movement in the slops pail behind me,” Miss Xinran remembers. “To my absolute horror, I saw a tiny foot poking out of the pail. The midwife must have dropped that tiny baby alive into the slops pail! I nearly threw myself at it, but the two policemen [who had accompanied me] held my shoulders in a firm grip. ‘Don’t move, you can’t save it, it’s too late.’ “‘But that’s...murder...and you’re the police!’ The little foot was still now. Microsoft founder and one of the world’s wealthiest men, Bill Gates, projects an image of a benign philanthropist using his billions via his (tax exempt) Bill & Melinda Gates Foundation, to tackle diseases, solve food shortages in Africa and alleviate poverty. In a recent conference in California, Gates reveals a less public agenda of his philanthropy—population reduction, otherwise known as eugenics. Gates made his remarks to the invitation-only Long Beach, California TED2010 Conference, in a speech titled, “Innovating to Zero!.” Along with the scientifically absurd proposition of reducing manmade CO2 emissions worldwide to zero by 2050, approximately four and a half minutes into the talk, Gates declares, "First we got population. The world today has 6.8 billion people. That's headed up to about 9 billion. Now if we do a really great job on new vaccines, health care, reproductive health services, we lower that by perhaps 10 or 15 percent." In plain English, one of the most powerful men in the world states clearly that he expects vaccines to be used to reduce population growth. When Bill Gates speaks about vaccines, he speaks with authority. In January 2010 at the elite Davos World Economic Forum, Gates announced his foundation would give $10 billion (circa €7.5 billion) over the next decade to develop and deliver new vaccines to children in the developing world.

This Could Also Help Reduce The Population: Researchers Induce New Transmissible Prion Disease
Researchers at the Baltimore Veterans Affairs (VA) Medical Center and the University of Maryland School of Medicine have conducted a study on prion disease and found that transmissible spongiform encephalopathy (TSE) can be induced without an outside catalyst like a virus. TSE (also known as prion diseases) are a group of progressive conditions affecting the brain and nervous systems of many animals and humans. The conditions include Creutzfeldt-Jakob disease (the human form of mad cow disease), Gerstmann-Sträussler-Scheinker syndrome, fatal familial insomnia and kuru, all forming a spectrum of overlapping signs and symptoms caused by a myriad of tiny holes in the cortex that give it the appearance of a sponge. The disease impairs brain functions leading to both mental and physical deterioration over time. Using a synthetic prion protein made in E. coli, the researchers induced a new form of TSE. Their study findings—published in January 2010 issue of Acta Neuropathol (with open access at Springerlink.com)— indicate a slow progression of the disease after the observance of first clinical signs, which is typical of how the disease unfolds in both humans and large animals, than in smaller animals such as rodents.

GE Crops Contribute To Human Immune System Damage
The biotech industry is fond of bragging about their genetically modified (GM) crops that “resist pests.” This conjures up images of insects staying away from GM fields. But resisting pests is a euphemism forcontains its own pesticide. When bugs take a bite of the GM plant, the toxin from the plant splits open their stomach and kills them. The idea that we consume that same toxic pesticide in every bite is hardly appetizing. But the biotech companies insist that the pesticide, called Bt-toxin, has a history of safe use. Organic farmers, for example, have used solutions containing the natural form of Bt-toxin—produced from Bacillus thuringiensis bacteria—as a method of natural insect control. Genetic engineers simply remove the gene that produces the Bt in bacteria and insert it into the DNA of corn and cotton plants. Moreover, they claim that Bt-toxin is quickly destroyed in our stomach; and even if it survived, it won’t cause reactions in humans or mammals. Studies show otherwise. Mice fed natural Bt-toxin showed significant immune responses and caused them to become sensitive to other formerly harmless compounds. This suggests that Bt-toxin might make a person allergic to a wide range of substances.

Demand Rising In China For Weather Modification
China will step up weather modification in key regions to help relieve drought, the director of the China Meteorological Administration has said. As drought and hailstorms pose severe threats to rural income and food supply, there is a rising demand for technology to cushion the impact, Zheng Guoguang told China Daily. Weather modification technology has also been used to ensure clear skies for important events, and will possibly be used for the upcoming Shanghai World Expo. Modifying weather involves seeding clouds with grains of dry ice (frozen carbon dioxide) or tiny particles of silver iodide to stimulate rainfall or dissipate the clouds. It is also used to help prevent or control forest fires and ease acute water shortages in some areas, he said. Statistics for losses caused by natural disasters in recent years were not immediately available, but a chronic drought in 2007, the worst in a decade, caused losses of 37.4 million tons of grain, according to official statistics.

Concerned Citizens Demand Answers About Global Stratospheric Aerosol Geoengineering Programs
What would you say if you were told that airplanes were regularly spraying toxic aerosols in the skies above every major region of the world?  That is exactly what a group of protestors were claiming outside of the annual American Association for the Advancement of Science (AAAS)  meeting  that was held in San Diego from February 18-22. However, inside the convention center was a different story.  The scientists gathered to discuss the “plausibility” of implementing various Geo-engineering campaigns throughout the world, all under the guise that the Earth has a man-made global warming problem that can be solved in-part by spraying aerosol aluminum and other particles into the sky to block the sun.  When these scientists were asked about the possibility of existing aerosol programs; they stated that no aerosol spraying programs have been implemented to date.  A little confused? Why would protestors gather outside of a meeting making claims that world-wide aerosol programs were under way if scientist were only now discussing the possibility of implementing these programs? Could it be that one of these groups is being deceived?

Are We Facing Apocalypse Tomorrow?
If the would-be rulers of a New World Order wanted to create these feelings of instability for destabilizing the present world order, including its rainbow of nations and nationalities, this blizzard of apocalyptic events would be an excellent tool, a la HAARP, to pull from Pandora’s toolbox. In fact, the ‘Earth Katrina’ article is sub-headed, “How Well Can We Weather The Solar Storm,” providing us with area exercises and their results, determined in Boulder, Colorado, for America. They include dire predictions of “storms as big as the ones in 1921 and 1859 — a sort of solar Katrina. These predictions were made by Tom Bogdan, director of the Space Weather Prediction Center in Boulder and by Craig Fugate, administrator of the Federal Emergency Management Agency (FEMA). The two organizations ask also if “Disabled Satellites Are Just the Beginning?” They cite how solar storms can create electrical currents in high voltage power lines — currents powerful enough to destroy transformers around the globe. I mean, these thoughts were at the heart of Nikolas Tesla’s darkest experiments, to create electromagnetic beams of power that can be pointed on different targets to wreak weather or total earth havoc.

New Maryland Army Biolab Where Ebola Virus And Q Fever Can Escape From Exhaust Stack To Be Opened Anyway
The Army failed to fully analyze the risk of public exposure to deadly pathogens from a biodefense laboratory under construction at Fort Detrick, a National Academy of Sciences panel said Thursday. But rather than recommending a halt to the $680 million project, as some critics would like, the experts urged the Army to improve its risk assessment for such projects in the future. Workers broke ground in August for the new U.S. Army Medical Institute of Infectious Diseases, about 2 1/2 years after federal regulators approved an environmental impact statement that was the focus of the committee's review. The labs are scheduled to open in May 2014, replacing crowded facilities built in the 1960s. The panel, chaired by Charles N. Haas, a professor of environmental engineering at Drexel University, found numerous flaws in the risk assessment. One involved the estimated effects of a worst-case scenario in which the Ebola virus and bacteria that cause Q fever, a potentially deadly flulike disease, are released from an exhaust stack. The Army said such an event would cause insignificant concentrations on the ground nearby and pose no threat to the community. But the review panel said data supporting that conclusion were "lacking, missing, or not transparent" in the environmental statement. The committee's own calculations "indicated the potential for significantly higher exposure."

Feds Weigh Expansion Of Internet Monitoring
Homeland Security and the National Security Agency may be taking a closer look at Internet communications in the future. The Department of Homeland Security's top cybersecurity official told CNET on Wednesday that the department may eventually extend its Einstein technology, which is designed to detect and prevent electronic attacks, to networks operated by the private sector. The technology was created for federal networks. Greg Schaffer, assistant secretary for cybersecurity and communications, said in an interview that the department is evaluating whether Einstein "makes sense for expansion to critical infrastructure spaces" over time. Not much is known about how Einstein works, and the House Intelligence Committee once charged that descriptions were overly "vague" because of "excessive classification." The White House did confirm this week that the latest version, called Einstein 3, involves attempting to thwart in-progress cyberattacks by sharing information with the National Security Agency.

Homeland Security "Einstein" Digs Through All Internet Communications, Including Your Emails
National Security Agency was bolstering a Homeland Security program to detect and respond to cyber attacks on government systems, but a summary of that program declassified Tuesday provides more details of NSA’s role in a Homeland program known as Einstein. The current version of the program is widely seen as providing meager protection against attack, but a new version being built will be more robust–largely because it’s rooted in NSA technology. The program is designed to look for indicators of cyber attacks by digging into all Internet communications, including the contents of emails, according to the declassified summary. Homeland Security will then strip out identifying information and pass along data on new threats to NSA. It will also use threat information from NSA to better identify emerging cyber attacks. NSA’s role is a careful balance because of the political battles that ensued over the agency’s role in domestic surveillance in the George W. Bush administration.

No Implants Needed: Movement-Generating Brain Waves Detected & Decoded Outside Head
Our bodies are wired to move, and damaged wiring is often impossible to repair. Strokes and spinal cord injuries can quickly disconnect parts of the brain that initiate movement with the nerves and muscles that execute it, and neurodegenerative disorders such as Parkinson's disease and amyotrophic lateral sclerosis (ALS) draw the process out to the same effect. Scientists have been looking for a way to bypass damaged nerves by directly connecting the brain to an assistive device—like a robotic limb—through brain-computer interface (BCI) technology. Now, researchers have demonstrated the ability to nonintrusively record neural signals outside the skull and decode them into information that could be used to move a prosthetic. Past efforts at a BCI to animate an artificial limb involved electrodes inserted directly into the brain. The surgery required to implant the probes and the possibility that implants might not stay in place made this approach risky. Evidently, that is not the case any longer. In the March issue of The Journal of Neuroscience, Contreras-Vidal and his team from the bioengineering and kinesiology departments at the University of Maryland, College Park, show that the noisy brain waves recorded using noninvasive EEG can be mathematically decoded into meaningful information about complex human movements. "This means we can use a noninvasive method to develop the next generation of brain–computer interface machines," Contreras-Vidal says. "It can expand considerably the range of clinical and rehabilitative applications."

Beware The Botnets – Zombie Cyber Attacks
Zombies are coming; not for your brains but for your computer. For years, cyber criminals have been exploiting weaknesses (mostly in Windows) to gain access to computers on the internet and change them into “bots” which obey remote commands. Chances are, if your PC has been converted into one of these zombies, you wouldn’t even know it – the malicious nature of the bots are hidden from their owners. Networks of bots (botnets) can be cultivated into many thousands (if not millions) of computers. They are commanded by a bot herder, the human who guides them to commit crimes: spam, rapidly accessing a single site to shut it down (denial of service attack), creating false traffic to a site to inflate its standing (click fraud), adware, spyware, and most importantly: spreading the botnet to other computers. Botnets are the evil form of distributed computing. The power of thousands (if not millions) of processors is an awesome force and bot herders are seeking new ways to use that power to gain money and clout. As computers become more powerful and more prevalent, there will be more opportunities for the zombie plague to spread. The botnet threat is likely to get worse before it gets better.

Arctic Microbes Point To Origins Of Life Here, Maybe Mars
Scientists studying an ancient meteorite crash site in the Canadian Arctic have detected traces of microbes that point to the key role played by impact craters in the evolution of life on Earth and could help determine whether life once existed on Mars. The discovery - hailed by an 11-member team of researchers from Canada, Britain, the U.S. and Sweden as a scientific "first" - was made at Devon Island's famous Haughton Crater, a uniquely dry and desolate geological gem probed frequently by experts from NASA because of its Mars-like features. "Meteorite impact craters have been proposed as possible sites to find microbial life on Mars, as they are a focus for heat and water circulation," the research team, including University of Western Ontario geologist Gordon Osinski, state in a summary of their findings. The researchers examined meteorite-shocked rocks from numerous sites throughout the 24-kilometre-wide crater and found telltale traces of sulphur left behind by heat-loving, "thermophilic" bacteria that moved into the crash site following the impact.

Probe Flies By 'Alien Space Station'
A European probe is tonight skimming past a moon that was once thought to be an alien spacecraft. Mars Express will swoop less than 42 miles over Phobos, one of two natural satellites orbiting the red planet. The flypast - the closest ever - will allow scientists to measure deep inside the 17 mile wide, potato-shaped moon to see just what it is made of. Phobos, thought to be an asteroid captured by Mars's gravity, has an unusual low orbit that is taking it spiralling slowly towards an impact. That led to US President Dwight Eisenhower being briefed in 1960 that it could be a space station launched by an advanced Martian civilisation. Scientists at the time thought that drag from the atmosphere was causing Phobos to sink in its orbit by around two inches a year - and for that to happen they said it had to be hollow like an Easter egg. Dr Fred Singer, special advisor to the White House, told the President that the moon could not therefore be a natural object and might be an ancient abandoned spacecraft. There will be no photos from the close encounter because Mars Express will be on Phobos's night side. Mars scientists will probe Phobos's real interior by listening to its gravitational effect on a radio signal from their spacecraft during the flyby. Physicists Prove Teleportation Of Energy Is Possible
Over five years ago, scientists succeeded in teleporting information. Unfortunately, the advance failed to bring us any closer to the Star Trek future we all dream of. Now, researchers in Japan have used the same principles to prove that energy can be teleported in the same fashion as information. Whatever It Takes To Get Socialized Healthcare
President Obama's endorsement Wednesday of a risky legislative maneuver to complete health-care legislation sent Democratic leaders scrambling to settle policy disputes and assemble the votes necessary for passage in the coming weeks. In a speech at the White House, Obama urged Congress to "finish its work" on health care and indicated support for a strategy that includes the budget maneuver known as reconciliation, which would protect the final product from a Republican filibuster in the Senate. Obama told an audience of medical professionals that Congress "owes the American people a final vote on health-care reform." But completing the job would require weeks of complicated parliamentary tactics that Republicans have pledged to challenge at every turn. Although Obama has reached out to GOP lawmakers in recent days, hosting a bipartisan health summit last week and offering to include conservative proposals in his plan, Republicans remain unified and resolute in their opposition.

President Barack Obama began a final push for healthcare reform on Wednesday, urging Congress to vote on the plan in the next few weeks even if it means passing the measure with a narrow Democratic majority and no Republican support. Obama is due to travel to Philadelphia and St. Louis next week to make his case for the overhaul. Democrats have been preparing to pass a final measure in the Senate without opposition support through reconciliation, which requires only simple majority approval instead of the usual 60 votes that are needed in the 100-member chamber to overcome procedural hurdles. The Democrats lost their "supermajority" with the loss of a Senate seat in a special election in January. Obama did not use the word reconciliation, a term not understood by many Americans, but made clear he supported that process with comments urging an up or down vote in Congress. "No matter which approach you favor, I believe the United States Congress owes the American people a final vote on health care reform," he said.

IMF "Economic Medicine" Comes To America
In addition to mandatory private health insurance premiums, we may soon be hit with a “mandatory savings” tax and other belt-tightening measures urged by the President’s new budget task force.  These radical austerity measures are not only unnecessary, however, but will actually make matters worse.  The push for “fiscal responsibility” is based on bad economics. When billionaires pledge a billion dollars to educate people to the evils of something, it is always good to peer closely at what they are up to.  Hedge fund magnate Peter G. Peterson was formerly Chairman of the Council on Foreign Relations and head of the New York Federal Reserve.  He is now senior chairman of Blackstone Group, which is in charge of dispersing government funds in the controversial AIG bailout, widely criticized as a government giveaway to banks.  Peterson is also founder of the Peter Peterson Foundation, which has adopted the cause of imposing “fiscal responsibility” on Congress.  He hired David M. Walker, former head of the Government Accounting Office, to spearhead a massive campaign to reduce the runaway federal debt, which the Peterson/Walker team blames on reckless government and consumer spending.  The Foundation funded the movie “I.O.U.S.A.” to amass popular support for their cause, which largely revolves around dismantling Social Security and Medicare benefits as a way to cut costs and return to “fiscal responsibility.”

Germany Unveils Next Generation RFID ‘Security Card’
The new identity card isn't just to verify who a person is. It's now a matter of personal security, according to German officials who showed off the country's newest ID technology at this year's CeBIT conference. According to reports from CeBIT, the new identity card will go into circulation for the first time in November 2010. It features an advanced biometric identification system and users have the option of associating a finger print with the card. The user's identity information and electronic signature is encrypted and broadcast by the card via radio frequency identity (RFID), which its creators believe will help facilitate e-commerce and e-government. The card could even be used to remember passwords on the Internet, according to a product description on the CeBIT Web site. Lost or stolen cards would be treated like credit cards today: once reported missing, they would no longer be accepted.

Pentagon Wants Robotic EMS Crew
In a war zone, evacuating patients under fire is one of the most dangerous jobs there is. That’s why the Pentagon’s hoping to capitalize on recent innovations in robotics to finally create ‘bots that operate as “combat casualty extraction system[s].” And the military doesn’t just want solo robot heroes, plucking the injured from battle and rushing them to a waiting — and human-operated — vehicle. Nope. The Pentagon’s after an autonomous EMS crew, complete with an unmanned ambulance and robodocs, who can aid fallen troops “with minimal intervention by medic or other first responder operators.” The potential benefits are obvious. Replacing humans who now help bring medical attention to wounded soldiers would reduce the number of people at risk in rescue operations. And the Army is betting that technology in the works, with developments like free-ranging robots that have human-like movement or legs strong enough to jump 25 feet, offers a chance to swap human medics with robotic versions.

NASA's Fermi Probes "Dragons" Of The Gamma-Ray Sky
One of the pleasures of perusing ancient maps is locating regions so poorly explored that mapmakers warned of dragons and sea monsters. Now, astronomers using NASA's Fermi Gamma-ray Space Telescope find themselves in the same situation as cartographers of old. A new study of the ever-present fog of gamma rays from sources outside our galaxy shows that less than a third of the emission arises from what astronomers once considered the most likely suspects - black-hole-powered jets from active galaxies. "Active galaxies can explain less than 30 percent of the extragalactic gamma-ray background Fermi sees," said Marco Ajello, an astrophysicist at the Kavli Institute for Particle Astrophysics and Cosmology (KIPAC), jointly located at SLAC National Accelerator Laboratory and Stanford University, Calif. "That leaves a lot of room for scientific discovery as we puzzle out what else may be responsible." Ajello presented his findings Tuesday at a meeting of the American Astronomical Society's High-energy Astrophysics Division in Waikoloa, Hawaii.

With recent technological advances, the resurrection of extinct species may be becoming a reality. On Jan. 10, CBS’ 60 Minutes aired a story titled “Could Extinct Species Make a Comeback?” The story concentrated on the success of Pennsylvania State University scientists in decoding the entire genome of an extinct wooly mammoth and the possibility of resurrecting extinct species through genetic engineering.  Genetic engineering, a laboratory technique used by scientists to change the DNA of a living organism, may make extinct species resurrection possible by altering the DNA of a related existing specimen, according to Sean Carroll, a professor of genetics and molecular biology at the University of Wisconsin. Though Carroll said this technique is not yet possible, cloning may be. An article published in May 2009 by National Geographic Magazine reported that in Nov. 2008 a team led by Japanese reproductive biologist Teruhiko Wakayama successfully cloned mice that had been frozen for 16 years. They, according to the article, conjectured that the same techniques may open the door to cloning extinct species preserved in permafrost, including wooly mammoths. Though resurrection of extinct species may be a significant scientific breakthrough, some people feel that it is simply a matter of ethics. Biology teacher Marie Tizzard said, “Where would these animals [mammoths] live? If you’re going to resurrect something you need to provide an appropriate habitat for it.”

Ancient Egyptian Queen's Burial Chamber Found
French archaeologists working at Saqqara have unearthed the burial chamber of a 4,000-year-old queen, Dr. Zahi Hawass, secretary general of the Supreme Council of Antiquities (SCA), announced today. Badly destroyed, the 33-by 16-foot burial chamber belonged to Queen Behenu, wife of either King Pepi I or Pepi II of the Sixth Dynasty. It was discovered as sand was removed from Behenu's pyramid in South Saqqara, west of the pyramid of King Pepi I. Although the mummy of the queen was destroyed and little remains of the burial, the team found two inner walls which contain hieroglyphics engraved on white stone known as the "Pyramid Texts." The oldest body of Egyptian religious writings, Pyramid Texts were widely in use in royal tombs during the 5th and 6th Dynasties. They are basically special prayers to protect the dead and ensure sustenance in the afterlife.

Darwin Foes Add Global Warming To Targets
Critics of the teaching of evolution in the nation’s classrooms are gaining ground in some states by linking the issue to global warming, arguing that dissenting views on both scientific subjects should be taught in public schools. In Kentucky, a bill recently introduced in the Legislature would encourage teachers to discuss “the advantages and disadvantages of scientific theories,” including “evolution, the origins of life, global warming and human cloning.” The bill, which has yet to be voted on, is patterned on even more aggressive efforts in other states to fuse such issues. In Louisiana, a law passed in 2008 says the state board of education may assist teachers in promoting “critical thinking” on all of those subjects. Last year, the Texas Board of Education adopted language requiring that teachers present all sides of the evidence on evolution and global warming.

Fury As EU Approves Dangerous GM Potato
The introduction of a genetically modified potato in Europe risks the development of human diseases that fail to respond to antibiotics, it was claimed last night. German chemical giant BASF this week won approval from the European Commission for commercial growing of a starchy potato with a gene that could resist antibiotics – useful in the fight against illnesses such as tuberculosis. Farms in Germany, Sweden, the Netherlands and the Czech Republic may plant the potato for industrial use, with part of the tuber fed to cattle, according to BASF, which fought a 13-year battle to win approval for Amflora. But other EU member states, including Italy and Austria and anti-GM campaigners angrily attacked the move, claiming it could result in a health disaster. During the regulatory tussle over the potato, the EU's pharmaceutical regulator had expressed concern about its potential to interfere with the efficacy of antibiotics on infections that develop multiple resistance to other antibiotics, a growing problem in human and veterinary medicine. Amflora contains a gene that produces an enzyme which generally confers resistance to several antibiotics, including kanamycin, neomycin, butirosin, and gentamicin

Blood Of Innocents Sent To Military Labs: Is U.S. Government Searching For The Anakim Seed?
An investigative report last week by the Texas Tribune following nine years' worth of e-mails and internal documents on the Department of State Health Services’ newborn blood screening program revealed "the transfer of hundreds of infant blood spots to an Armed Forces lab to build a national and, someday, international mitochondrial DNA (mtDNA) registry. The records, released after the state agreed in December to destroy more than 5 million infant blood spots, also show an effort to limit the public’s knowledge of aspects of the newborn blood program, and to manage the debate around it." Why send blood samples to a military lab and try to hide it from the public? Is this just another revelation into big brother's ever expanding database of civilian information, or something more? I ask because frankly, blood is a spiritual issue, not just physical. Throughout the Bible, blood and bloodlines are (and were) very important, carrying with them supernatural connotations. For instance the bloodline leading to Christ had to be maintained in purity (and I learned during exorcism years ago just how powerful simply invoking "the blood of Jesus" can be), while the DNA of Nephilim was considered unredeemable and the "seed" of Satan gives rise to Antichrist in the end times. So, whenever government agencies start collecting the DNA of our babies and sending it to military laboratories, it's more than a surveillance question to me. That this is a mitochondrial DNA registry is also interesting, given what New Agers believe about blood and the "spiritual" aspects of cell biology...

Millions Will Soon Be Eating Mouse-Pig Hybrids, While Human-Pigs Are Being Grown In The State Of Missouri
The Canadian government is on the verge of approving the introduction of extremely bizarre genetically modified pigs into the Canadian food supply.  These new mouse/pig hybrids have been dubbed "enviropigs" and are being touted as being much better for the environment.  This new "breed" of Yorkshire pigs was created by scientists in Ontario at the University of Guelph, who spliced in genes from mice to decrease the amount of phosphorus produced in the pigs' excrement.  So soon millions of Canadians will be eating meat from mouse/pig hybrid creatures and most of them will not even realize it.  It is expected that approval for this new "brand" of pigs will be sought in the United States as well.  But this is hardly the first time that scientists have mixed two kinds of animals together in an attempt to create creatures that will be beneficial for humanity... Transplanting fetal neurons into the brains of young mice opens a new window on neural plasticity, or flexibility in the brain's neural circuits. The research, published today in the journal Science, suggests that the brain's ability to radically adapt to new situations might not be permanently lost in youth, and helps to pinpoint the factors needed to reintroduce this plasticity. A better understanding of brain plasticity could one day point to new ways to treat brain injury and other neurological problems by returning the brain to a younger, more malleable state. "[The findings] reveal there must be a factor that can induce plasticity in the brain," says Michael Stryker, a neuroscientist at the University of California, San Francisco, who was involved in the research. "We hope that future studies will reveal what it is that allows the cells to induce this new period of plasticity."

Once installed, the PMD would capture and upload all first-person memories to a centralized database for indexing, search, and recall.

Mind-Controlled Prosthetics Without Brain Surgery
Mind-reading is powerful stuff, but what about hand-reading? Intricate, three-dimensional hand motions have been "read" from the brain using nothing but scalp electrodes. The achievement brings closer the prospect of thought-controlled prosthetics that do not require brain surgery. Electroencephalography (EEG), which measures electrical activity through the scalp, was previously considered too insensitive to relay the neural activity involved in complex movements of the hands. Nevertheless, Trent Bradberry and colleagues at the University of Maryland, College Park, thought the idea worth investigating. The team used EEG to measure the brain activity of five volunteers as they moved their hands in three dimensions, and also recorded the movement detected by motion sensors attached to the volunteers' hands. They then correlated the two sets of readings to create a mathematical model that converts one into the other.

He's just starting out...and we have a common connection with this passionate interest for housing, robotics and 3D printing."

Intelligence Fusion Centers: A De-Centralized National Intelligence Agency
Despite a chorus of official assurances that fusion centers focus solely on illegal acts, this incident shows how police forces can blur the distinctions between activists and terrorists, and between immigrants and violent extremists.[2] Here, the NYS intelligence center not only prompted a State Police investigation into a university student, whose politically oriented speech and religious identity triggered suspicion, but also initiated an investigation by the FBI Joint Terrorism Task Force based on national origin, a traffic stop, and tenuous links to the original “suspect.” Even worse, it is likely that all these details reside somewhere in a government database, easily retrievable using names and other key words. The New York and 71 other statewide intelligence bureaus scattered across the country vastly extend the breadth and penetration of government surveillance of our society. Now six years old, the structure of this network is becoming clearer despite the woefully inadequate public exposure of its activities. This network constitutes a nascent de facto national intelligence agency, whose decentralized structure diminishes transparency and accountability. Without effective oversight, a narrowly defined mission, and new legal structures, the capacity of fusion centers to undermine fundamental freedoms could grow unchecked.

Russia Wants Its Own Stargate
After 30 years of work Russia prepares to get closer to revealing more secrets of the nano-world, as in two years time it is set to launch a new beam research reactor near St. Petersburg. This reactor will be the testing ground for very powerful experiments to explore some of the most profound questions about science and our universe. Based in the town of Gatchina near St. Petersburg, it’s hoped the reactor will enable scientists from around the world to go further than they have gone before. “The main enigma of our time is the question of why we exist,” stated Valeriy Fedorov, the Head of Laboratory of Neutron Research. “Science always requires new theories to progress and a way to test these theories. The reactor will be able to conduct many more experiments than anywhere else at the moment.”... Put simply, PIK is a facility to produce huge numbers of neutrons, tiny atomic particles. By creating them, scientists can study their properties, and learn more about the most basic structure of our universe by examining some of its most minute components. “Our task is to get as many neutrons as possible through the horizontal, the inclined and the vertical channel and to use them for physics experiments,” said engineer Vladimir Gudkov.

Dark Matter Could Meet Its Nemesis On Earth
A spinning disc may be all that is needed to overturn Newton's second law of motion - and potentially remove the need for dark matter. The second law states that a force is proportional to an object's mass and its acceleration. But since the 1980s, some physicists have eyed the law with suspicion, arguing that subtle changes to it at extremely small accelerations could explain the observed motion of stars in galaxies. Stars move at speeds that suggest that galaxies have far more mass than is visible, which astronomers attribute to dark matter. But if Newton's second law could be modified ever so slightly, it would obviate the need for dark matter. The hypothesis, known as modified Newtonian dynamics (MOND), was proposed in 1981 by Mordehai Milgrom, then at Princeton University. Ground-based tests of MOND had been thought impossible because of the confounding motions of the Earth. But now, Vitorio De Lorenci of the Federal University of Itajubá, Brazil, and colleagues have devised an experiment to do just that.

Mars Express Swings Past Phobos
A European space probe is on track for a close encounter with the Martian moon Phobos, an odd, potato-shaped satellite -- origins unknown -- that may be partly hollow. Mapping Phobos' gravity is among scientists' top priorities when the Mars Express spacecraft soars as close as 50 kilometers (31 miles) above the moon Wednesday night. Previous passes of Phobos by Mars Express have raised as many questions as they've answered. For example, calculations of the moon's density led scientists to the surprising theory that parts of Phobos may be hollow. Minute changes in the probe's flight path -- tracked by a radio signal -- as it passes over the moon Wednesday will be closely monitored in an attempt to correlate Phobos' gravitational tugs with internal structural variations. The information should help fill in some significant holes in the story of where Phobos came from. "It will not be definite proof, but this will shed new light on the origin of Phobos," said Mars Express project scientist Olivier Witasse. There are two principal competing hypotheses about how Phobos, as well as a sister moon Deimos, came to exist, notes NASA Mars scientist Pascal Lee and colleagues, who are presenting a paper at the Lunar and Planetary Science Conference in Houston this week outlining a proposed NASA-led mission to retrieve samples from Phobos and Deimos and return them to Earth.

The Billion-Year Technology Gap: Implications For The Search For Extraterrestrial Life
The odds of there being only one single planet that evolved life among all that unfathomable vastness seems so incredible that it is all but completely irrational to believe. But then "where are they?" asked physicist Enrico Fermi while having lunch with his colleagues in 1950. Fermi reasoned, if there are other advanced extraterrestrial civilizations, then why is there no evidence of such, like spacecraft or probes floating around the Milky Way. His question became famously known as the Fermi Paradox. The paradox is the contradiction between the high estimates of the probability of the existence of extraterrestrial civilizations and yet the lack of evidence for, or contact with, any such civilizations. Given the extreme age of the universe, and its vast number of stars, if planets like Earth are at all typical, then there should be many advanced extraterrestrial civilizations out there, and at least a few in our own Milky Way. Another closely related question is the Great Silence, which poses the question: Even if space travel is too difficult, if life is out there, why don't we at least detect some sign of civilization like radio transmissions?

Millions Of Tons Of Water Ice Discovered On Moon's North Pole, NASA Says
New images from the Earth's moon show evidence of water in the satellite's north pole, the space agency announced on Tuesday. This new evidence suggests manned missions to the lunar surface could use such deposits to sustain themselves. "The new discoveries show the moon is an even more interesting and attractive scientific, exploration and operational destination than people had previously thought," said Paul Spudis, of the Lunar and Planetary Institute in Houston. This discovery comes thanks to NASA's Mini-SAR, a radar found onboard India's Chandrayaan-1 spacecraft, which was launched in 2008 to capture detailed images of the lunar surface. The Mini-SAR found deposits of water ice scattered throughout the north pole in deep craters, totaling at least 600 million of tons of water, NASA said.

Search For Mars Life To Heat Up In 2012
NASA Goddard scientist Jennifer Eigenbrode developed the test of a rock sample to determine whether the sample-preparation method preserved the sample's molecular structure. Her testing methodolgy proved successful, ultimately leading to the experiment’s inclusion in the Sample Analysis at Mars (SAM) instrument on a mobile NASA laboratory that will land on Mars in 2012. The newly added experiment will enhance SAM's ability to analyze large carbon molecules if the mission is fortunate enough to find any. The mission, NASA's Mars Science Laboratory, will be checking whether a carefully chosen area of Mars has ever had an environment favorable for the development of life and preservation of evidence about life. The mission's car-sized rover will analyze dozens of samples scooped from soil and drilled from rocks. None of the rover's 10 instruments is designed to identify past or present life, but SAM has a key role of checking for carbon-containing compounds that potentially can be ingredients or markers of life. Most environments on Mars may not have enabled preservation of these organic molecules, but if any did, that could be evidence of conditions favorable for life.

Tea Party Leaders Strike Back At Critics
Some members of the "tea party" have struck back at media bias against the grassroots political movement and critics who derisively dismiss the group as violent "hicks", opportunists, "teabaggers" or worse. "We decided to learn what tea party leaders are up to in the old-fashioned way. We asked them. We met in person with leaders from 38 states, we collected survey data from 49 leaders," said Eric O'Keefe, chairman and CEO of the Chicago-based Sam Adams Alliance, a nonprofit group that espouses free-market principles. The group on Tuesday released a survey of its findings that revealed that tea party activists are neither "political junkies or crusty right-wing extremists." Almost half the respondents had never been involved with politics prior to 2009. Yes, they are angry, the survey found. But the majority also has a strong desire to "stand up for my beliefs," with 90 percent citing that motivation as "very important." Another 70 percent hoped that they had "a positive impact on the country," along with clout in the polling booth: 84 percent said "to influence elections" was also very important to them.

DARPA Wants Razor Sharp Satellite Surveillance
The Defense Advanced Research Projects Agency is looking to fund a new program that would develop a diffractive optics membrane and related equipment and structures for use in a geosynchronous orbit telescope. The objective of the Membrane Optic Imager Real-time Exploitation (MOIRE) program is to provide persistent, real-time, tactical video to warfighters for a geosynchronous orbit imaging system, according to a broad agency announcement posted on FedBizOpps. Proposals should address the following technical factors: * Large, low-cost, lightweight diffractive membrane optics. * Near real-time image stabilization and tactical geolocation knowledge. * A telescope design that increases spectral bandwidth. * Stability and dynamics of the large structure in geosynchronous orbit. * Target motion detection capability for highway speeds. A 10-meter diffractive membrane is required for Phase III flight demonstration. The ultimate goal is to field an operational 20-meter system capable of imaging “denied areas.” DARPA has scheduled a proposers’ day event for March 12 in which to present the agency’s vision, goals and project opportunities to interested bidders.

Is Cyberwar Hype Intended To Destroy The Open Internet?
The biggest threat to the open internet is not Chinese government hackers or greedy anti-net-neutrality ISPs, it’s Michael McConnell, the former director of national intelligence. When he was head of the country’s national intelligence, he scared President Bush with visions of e-doom, prompting the president to sign a comprehensive secret order that unleashed tens of billions of dollars into the military’s black budget so they could start making firewalls and building malware into military equipment. And now McConnell is back in civilian life as a vice president at the secretive defense contracting giant Booz Allen Hamilton. He’s out in front of Congress and the media, peddling the same Cybaremaggedon! gloom.

DARPA Readies Scary Big Dog Robot For Battle
Meet Big Dog. "It's a four legged robot, it controls its own legs and feet locations, and it walks over very rugged terrain. It's designed to carry up to 400 pounds in payload, that's not counting its own fuel, and to lighten the load of the Marines or the ground warfighter," according to the program manager for the LS₃, Dr. Robert Mandelbaum. The Defense Advanced Research Projects Agency calls it the LS₃, for Legged Squad Support System. The robotic mule, dubbed "Big Dog", is under development at DARPA. With the Big Dog prototype complete, Mandelbaum told Federal News Radio the next goal will be for the LS₃ to operate for 24 hours, go at least 20 miles over very rugged terrain, carry 400 pounds, and do it all in a "quiet mode" if need be. As the meme (internet catch phrase) goes, "Your dog wants a steak." The goal, eventually, is to field one LS₃ for every 4 or 5 ground troops. That will be a big pack of dogs. "This could be as ubiquitous as a Jeep, if not more," said Mandelbaum, "especially in terrains such as Afghanistan where wheeled vehicles have difficulty over the very rugged terrain." Which is exactly what the legs are for: to go where tracked or wheeled vehicles can't. Just like 2 and 4 legged animals, the LS₃ can go over, and through, black ice, mud, sand, and water.

Pandemic Flu Virus May Become Resistant To Tamiflu
A new study, conducted by researchers at the Ohio State University, analysing the behaviour of seasonal H1N1 suggests that pandemic flu may become resistant to Tamiflu, the main drug used against it. OSU scientists traced the evolutionary history of the seasonal H1N1 influenza virus, which first infected humans during the 1918 pandemic. It is one of three seasonal influenza A viruses that commonly infect humans. The others are H1N2 and H3N2. Within H1N1, two strains of virus circulate in humans: a seasonal form and the pandemic form of influenza known as swine flu, which has affected millions and killed thousands of people since it first emerged in North America last spring. Gradually, the H1N1 strain of seasonal influenza surviving around the world has developed mutations that have caused it to become resistant to oseltamivir-based agents. Tamiflu is the trade name for oseltamivir phosphate.

Bible-Based Programs For The Debt-Ridden Surge In Popularity
Can the Bible help you pay off your credit cards? Christian debt-elimination programs, which use Old and New Testament passages as a framework to encourage financial responsibility, are surging in popularity, with seminars offered at churches across the United States. In South Florida, Dave Ramsey's Financial Peace University has proven especially popular. Nine Palm Beach County churches and 15 in Broward are offering the course. Across the country, 4,000 churches started classes between Jan. 1 and Feb. 6, said Meg Alcorn, a Dave Ramsey spokeswoman. Alcorn said the average family that completes the program pays off $5,300 in debt and saves $2,700 within three months. This promise of a debt-free future is especially appealing during the recession, a "wake-up call" to Americans who pursued the dream of limitless prosperity, said Arthur Ally, president of the National Association of Christian Financial Consultants. "We are getting people to reassess the direction they've been going in," said Ally, founder of The Timothy Plan, a group of funds that screens for conservative Christian values. The plan has about $500 million in assets and 40,000 shareholders.

Nail From The Time Of Christ's Crucifixion Found
A nail from the time of Christ's crucifixion which was hidden by the same knights who featured in The Da Vinci Code has been found in a dig. The four-inch Roman relic, stored in an ornate box, was uncovered by archaeologists working at a fort thought to have been a former Knights Templar stronghold. It was buried with three skeletons and three swords, including one with the religious order's cross on its blade, on the tiny island of Ilheu de Pontinha, off Madeira. The iron nail is of the type used in thousands of crucifixions - but it is special. Archaeologist Bryn Walters said: "It dates from the 1st to 2nd centuries. You'd expect the surface to be pitted and rough after so long. But this was smooth. "It looks like it had been handled by a lot of people over a long period of time and the acid from their hands have given it a peculiar finish." Yesterday Christopher Macklin of the Knights Templar of Britannia described last summer's find as "momentous". He said evidence the nail had been handled a lot "indicates it was of great interest to many people". He believes the original Knights Templar thought it was a genuine artefact from Christ's crucifixion.

Amenhotep III - Statue Of King Tut's Grandfather's Head Discovered
News recently surfaced as to what may have led to King Tutakhamun’s death when new mummy DNA analysis and CT scans showed evidence of malaria and bone abnormalities. But now King Tut’s grandfather, Amenhotep III, has made cultural news. On Sunday, February 28, Egypt's Culture Minister Farouk Hosni announced that an enormous red granite head of Amenhotep was unearthed in Luxor dating some 3000 years back. Luxor is located in the Upper Egypt area and was known as Thebes, the capital of Egypt during the Middle and New Kingdoms. A team of archaeologists headed by Dr. Hourig Sourouzian, discovered the head of King Tut’s grandfather, Amenhotep III, who ruled from 1387 – 1348 B.C. According to Sourouzian, the head is in excellent condition. "Other statues have always had something broken: the tip of the nose, the face is eroded. But here, from the tip of the crown to the chin, it is so beautifully carved and polished, nothing is broken."

Pacific Northwest At Risk For Mega Earthquake
The disaster in Chile has brought new attention to an undersea fault along the Pacific Northwest capable of producing the same type of mega earthquake and inflicting heavy damage on bustling cities like Seattle, Portland and Vancouver. The fault has been dormant for more than 300 years, but when it awakens — tomorrow or decades from now — the consequences could be devastating. The last rupture unleashed the largest known quake to hit the Lower 48 — a magnitude-9 that sent tsunami waves crashing into Japanese coastal villages. Recent computer simulations of a hypothetical magnitude-9 quake found that shaking could last 2 to 5 minutes — strong enough to potentially cause poorly constructed buildings from British Columbia to Northern California to collapse and severely damaging highways and bridges. Such a quake would also send powerful waves rushing to shore in minutes. While big cities such as Portland and Seattle would be protected from severe flooding, low-lying seaside communities may not be as lucky. The Pacific Northwest "has a long geological history of doing exactly what happened in Chile," said Brian Atwater, a geologist with the U.S. Geological Survey and University of Washington. "It's not a matter of if but when the next one will happen."

Quake Is Testament That Preparedness Is Key To Survival
Saturday’s 8.8-magnitude earthquake in Chile could have been far worse in terms of death and destruction, with initial reports tallying more than 700 dead and two million displaced. In perspective, Haiti’s Jan. 12, 7.0-magnitude quake killed more than 200,000 and displaced millions. There’s a lot of factors—as well as disparities—in the two countries that place Chile’s preparedness in the A-list category (money, education, plans, etc.). Nonetheless, Chile’s quake is a testament to the science—and art—of emergency management that wherever the four phases of planning, response, recovery and mitigation are employed, that natural disasters—though unstoppable—are becoming increasingly more survivable. This prime juxtaposition of Chile and Haiti is an excellent example that accentuates this theory. The Chile quake registered 500 times stronger than Haiti, was 22 miles under ground and spread over a predominantly agricultural area. The Haiti quake registered 7.0, but was shallower, at only six miles under ground and much closer to populated areas.

The Chile Earthquake: Is Mother Nature Prophesying?
Chile is on a hotspot of sorts for earthquake activity. And so the 8.8-magnitude temblor that shook the capital region overnight was not a surprise, historically speaking. Nor was it outside the realm of normal, scientists say, even though it comes on the heels of other major earthquakes. One scientist, however, says that relative to a time period in the past, the Earth has been more active over the past 15 years or so. The Chilean earthquake, and the tsunami it spawned, originated on a hot spot known as a subduction zone, where one plate of Earth's crust dives under another. It's part of the very active "Ring of Fire," a zone of major crustal plate clashes that surround the Pacific Ocean. "This particular subduction zone has produced very damaging earthquakes throughout its history," said Randy Baldwin, a geophysicist with the U.S. Geological Survey (USGS). The world's largest quake ever recorded, magnitude 9.5, occurred along the same fault zone in May 1960. Even so, magnitude-8 earthquakes occur globally, on average, just once a year. Since magnitudes are given on a logarithmic scale, an 8.8-magnitude is much more intense than a magnitude 8, and so this event would be even rarer, said J. Ramón Arrowsmith, a geologist at Arizona State University.

Over 250 Significant Earthquakes Shook World In Past 7 Days
In the past seven days there have been more than 258 recorded earthquakes of a magnitude higher than 4.5 on the Richter's scale. Chile alone has already experienced 81 aftershocks at a rate of 4 per hour since the first big earthquake of 8.8 struck on Saturday, Feb. 27. Tsunami alarms sounded across the world. Apart from the abundant seismic activity in Chile, moderate to strong earthquakes have occurred in several countries, among them: Ecuador (M5.3; 28/2/2010), Argentina (M6.3; 27/2/2010), Afghanistan (M5.7; 27/2/2010), Philippines (M5.7;26/02/2010), Japan/Ryukyu Islands (M7.0; 26/2/2010), Guatemala (M5.6; 23/2/2010), Haiti(M4.7; 23/2/2010), Iran(M5.1; 23/2/2010), Tonga(M5.7; 22/2/2010 with replicas of approximately higher than M5), and 2 earthquakes in Mainland China of M5.4 and M5.0 in the regions of Xizang, Yunnan on Feb. 26 and 27. In response to expected tsunami generated by the Chile earthquake, the Japanese government had issued a red alert for the prefectures of Aomori, Iwate, and Miyagi, while the rest of the Japanese Pacific coast remained in orange alert. Fortunately, Japan reported waves of only about 4 feet Sunday afternoon on the wide coastal areas of its Pacific side.

On January 12, 2009 a 7.3 magnitude earthquake struck Port au Prince Haiti. Due to the shallowness of this earthquake, high density of the population and poorly constructed dwellings, hundreds of thousands of people were killed. Over a million people are now homeless, thousands of children are injured, ill, and orphaned. All are suffering in ways that most individuals could not possibly believe or conceive unless seen with their own eyes. Dr. Ken Pierce, a Christian, board certified emergency physician and a certified physician executive with over twenty years experience, has been requested to volunteer his skills to oversee the creation of a tent hospital in the compound of New Life Children's Home (www.whmnewlife.org) where a temporary hospital has already been established to care for ill, injured, crippled, and orphaned children. This tent facility will allow for a much higher level of care to over 150 more ill and injured children who would otherwise not have access to care and would die as a result of treatable disease and injuries.

How Vulnerable We Are When Cities Can Be Broken Like Toys
Where next? Haiti last month, Chile this weekend and this time the city of Concepcion is in ruins with more than 300 dead and half a million homeless. The magnitude 8.8 monster earthquake was followed by tsunami warnings throughout the Pacific, including New Zealand, yesterday. How vulnerable we all are when cities can be picked up, shaken and dropped like a toy. Who needs wars when in mere minutes, nature can cause damage and death from which places like Haiti and Chile will take generations to recover. No amount of seismic wizardry can help when the invisible forces deep within the earth decide to lash out. It is to be hoped that around the world authorities continue to find warning systems, emergency procedures to co-ordinate immediate help, and buildings of a design that helps them to better ride the storm. In impoverished countries, too many still crumble at the slightest tremor. The 2010 quakes have come at a time when countries are already struggling with a world-wide recession and are weighed down by huge debt. And while there are once again good intentions and immediate offers of help from many sources, there might not be enough money to go round.

Napolitano Late To The Game? Testifies Terrorists Could 'Potentially' Enter US, But Department Of Homeland Security’s Own Reports Say They Are Already Here & Planning
Homeland Security Secretary Janet Napolitano told senators it is a national security concern that people from countries with ties to terrorism could 'potentially' gain entry into the United States by crossing the country’s southern border. But according to the Department of Homeland Security’s own reports, thousands of people from 14 “special interest” countries already have come into the United States illegally, including some across the U.S.-Mexico border. (The State Department designates some nations as "special interest" counties because of their links to terrorism.) ... The latest reports, released in March and April of 2009, use candid language in portraying the U.S.-Mexican frontier as wide open to drug smuggling and even vulnerable to penetration by potential terrorists. The California-Mexico border, the NDIC said, was “easily breached” on both foot and in vehicles. “The vast border area presents innumerable remote crossing points that traffickers exploit to smuggle illicit drugs, primarily marijuana, into the country from Mexico,” said the NDIC. “These areas are easily breached by traffickers on foot, in private vehicles, or in all-terrain vehicles (ATVs) as they smuggle drugs between POEs [ports of entry], particularly the mountainous areas in eastern San Diego County and the desert and sand dune areas in Imperial County.” Arizona’s border was judged to be open not only to drug smugglers but also aliens with “extensive criminal records” and from “special interest countries,” which are defined as “countries that could export individuals who could bring harm to the United States through terrorism.”
