If The Embryo Is Human, It Is A Person: Vatican Doctrine Official
If an embryo is human, it is a person - this is the golden rule for bioethics if it wants to uphold the full dignity of the human person, said the secretary of the Vatican's Congregation for the Doctrine of the Faith (CDF) on Tuesday. The "concept of person" and its application to all human beings at every stage of their development is the key to understanding the Catholic teachings on the life issues Archbishop Luis Ladaria told a conference in Rome.  Archbishop Ladaria was speaking to an audience of students at a conference sponsored by the Lay Centre at Foyer Unitas, on the document, "Dignitas Personae" ("The Dignity of the Person"), an instruction from the CDF published in 2008 on "certain bioethical questions." These included developments in artificial reproductive technologies, such as genetic manipulation of embryos and cloning. Ladaria noted that when US President Barack Obama was visiting Rome, he was presented with a copy of the document by Pope Benedict XVI.

I hadn’t thought much about the relationship between fruit flies and Predator drones before visiting the California Institute of Technology, but Caltech, which boasts more than 30 Nobel laureates, teaches many things, not least about the fast-growing field of robotics and war. Fruit flies, as I learned from a graduate student, use optic flow to navigate their environment. Optic flow is the apparent motion of the landscape relative to the insect as it flies through it. When the insect gets closer to an object, that object appears to get larger; the expansion in the optic flow field triggers a collision avoidance response in the fly, which veers away from the expanding object. “The insect eye is not, and does not need to be, high resolution to make this computation, so it follows that low resolution sensors can be employed in robotics and serve the same purpose,” she told me. Call this bio-mechanics — biologically inspired engineering principles. It’s a booming field. You’ll find fruit flies tethered to pins under microscopes in a virtual arena with the aim of developing simplified command algorithms that will tell a robot sensor how to mimic the insect for navigation. The feedback loop for the robot is simple: If an object is expanding at a certain rate, that equals proximity, so turn away!

Darpa: Freeze Soldiers To Save Injured Brains
The Pentagon’s mad-science division has a new way to deal with the 70,000+ troops diagnosed with traumatic brain injury: Freeze ‘em. Darpa, the military’s far-out research arm, is looking for research projects that would create a “therapeutic hypothermia device” to prevent traumatic brain injuries from causing permanent molecular damage to the brain. The idea is based on successful studies that used cortical cooling to treat survivors of strokes and cardiac arrest. According to Darpa’s solicitation, cooling down the brain after trauma can offer “dramatic neuroprotection” that will prevent long-term harm to cognition and motor skills. So far, Darpa-funded studies suggest that traumatic brain injuries are caused by repeated exposure to blasts, specifically the “supersonic wave” of highly pressurized air they emit. Within a fraction of a second after impact, brain cells, tissues and blood vessels are stretched, torn and distorted. Over the hours, days and months that follow, altered brain processes create a snowball effect of damage — which is why symptoms often don’t show up until troops come home.

Breakthroughs In Inertial Sensors To Augment GPS Will Turn Foot Soldiers Into Precision Strike Weapons
Putting a smart bomb through a window during the first Persian Gulf War was just the beginning of the future of precision-guided munitions. Next up for smart munitions will be smart bullets for infantry weapons, GPS receivers built into the soldier's boot, eliminating enemy snipers before they have a chance to shoot, and counter-RPG systems. Most of the world first became aware of the new era of precision guided munitions (PGMs) in the early days of the first Gulf war, when CNN correspondents, watching from the upper floors of their downtown Baghdad hotel, reported seeing an American missile fly down the street -- and turn a corner. The level of precision in smart munitions available in 1991, while revolutionary, is several generations obsolete less than two decades later. But what is now being developed in military and industrial labs will make today's precision-guided munitions seem even more crude by comparison, in less than a decade. Perhaps much sooner. In a progression from hitting a specific building to hitting a specific room, the next generation will, among other things, turn the foot soldier into a precision strike weapon, able to navigate without GPS thanks to a chip in his boot, and to fire guided bullets at targets like would-be snipers before they have a chance to fire at him.

Israelis Want A Pain Ray Of Their Own
The U.S. military spent tens of millions of dollars and years of work developing a microwave “pain beam,” but a combination of technical difficulties and political concerns kept the Pentagon from fielding the thing. Now, an Israeli team says they’re working on their own own portable version. And it’ll cost just $250,000. The American weapon, known officially as the Active Denial System (pictured, above), heats the target’s skin with short microwaves. These only penetrate to about 1/64 of an inch. That’s enough to be extremely painful but (generally) harmless. In thousands of tests of the system, nobody has been able to stay in the beam for more than a few seconds. The latest version developed by the Pentagon’s Joint Non-lethal Weapons Directorate is known as System 2. It weighs nine tons, and because some of the components require supercooling, it takes hours to prepare the weapon for action.

It's Orwellian: Everyone In Britain Could Be Given A Personal 'Carbon Allowance'
Lord Smith of Finsbury believes that implementing individual carbon allowances for every person will be the most effective way of meeting the targets for cutting greenhouse gas emissions. It would involve people being issued with a unique number which they would hand over when purchasing products that contribute to their carbon footprint, such as fuel, airline tickets and electricity. Like with a bank account, a statement would be sent out each month to help people keep track of what they are using. If their "carbon account" hits zero, they would have to pay to get more credits. Those who are frugal with their carbon usage will be able to sell their unused credits and make a profit. Lord Smith will call for the scheme to be part of a "Green New Deal" to be introduced within 20 years when he addresses the agency's annual conference on Monday.

Church Bells To Ring Out Warning On Climate Change
The World Council of Churches on Thursday called on churches around the world to ring their bells 350 times during the Copenhagen climate change summit on December 13 as a call to action on global warming. The leading council of Christian and Orthodox churches also invited places of worship for other faiths to join a symbolic "chain of chimes and prayers" stretching around the world from the international date line in the South Pacific. "On that Sunday, midway through the UN summit, the WCC invites churches around the world to use their bells, drums, gongs or whatever their tradition offers to call people to prayer and action in the face of climate change," the council said in a statement. "By sounding their bells or other instruments 350 times, participating churches will symbolise the 350 parts per million that mark the safe upper limit for CO2 (carbon dioxide) in the atmosphere according to many scientists," it added.

Innocent People Will Have To Fight And Pay To Have Their DNA Removed From National Database Under Queen's Proposals
A new power will allow members of the public to challenge a chief constable's refusal to delete their profiles in court - but they will have to pay an application fee to do so. The proposals are contained in a new policing bill to be unveiled on Wednesday, part of a “slimline” programme of legislation that will also set out plans to reform the House of Lords and curb bankers’ bonuses. The Policing Bill will be introduced as full legislation, and the Home Office hopes it will be passed before Parliament is dissolved next year. Up to a million people are on the national DNA database who have never been charged or convicted for an offence. There are now more than 5.3million profiles on the system, making it the largest of its kind in the world. Other proposed powers contained in the bill will allow police to take the DNA and fingerprints of UK nationals who committed crimes abroad and who have since returned to the UK and those who committed crimes here in the past but have, for one reason or another, not had their DNA taken.

Biometrics Sparks Privacy Fears
Collecting biometric information could put civil liberties and privacy at risk, despite considerable benefits, says the Irish Council for Bioethics (ICB). In its report, "Biometrics: Enhancing Security or Invading Privacy?", the ICB explores privacy concerns stemming from the growing use of biometric technologies to counter identity theft. The technologies reviewed in the report include the familiar ones of fingerprint, palmprint, facial, vein pattern and voice recognition, plus newer technologies like gait (style of walking), keystroke dynamics and DNA. These are a "a more robust confirmation of a person’s identity" than PIN numbers and ID cards. However, these also put privacy at risk because electronic data can be collected, compiled and connected with rapidly increasing ease. The ICB stated that individual civil liberties could be implicated, especially if personal information enters the public sphere. Individuals could be categorised with biologically-derived labels such as ‘disabled’, ‘criminal’, ‘suspect’ or ‘immigrant’, potentially leading to discrimination.

The New Healthcare bill they want to sign into law in the US contains some interesting information. According to the bill there will be required to: “The Secretary shall establish a national medical device registry (in this subsection referred to as the ‘registry’) to facilitate analysis of postmarket safety and outcomes data on each device that—‘‘(A) is or has been used in or on a patient; and ‘‘(B) is a class III device; or ‘‘(ii) a class II device that is implantable.” This could be that the US is the first nation in the world to require all citizens to where a "device that is implantable"  Interesting things are happening on that side of the world, it turns out Obama is bringing some change. Not exactly change you want to believe in though.

You Will Be Microchipped Just Like Obama's Dogs!
The Obama Health care bill under Class II (Paragraph 1, Section B) specifically includes in its lists of things that must be registered in the NATIONAL MEDICAL DEVICE REGISTRY: ‘‘(ii) a class II device that is implantable.” According to the FDA, a class II implantable device is a “implantable radiofrequency transponder system for patient identification and health information.” The purpose of a class II device is to collect data in medical patients such as “claims data, patient survey data, standardized analytic files that allow for the pooling and analysis of data from disparate data environments, electronic health records, and any other data deemed appropriate by the Secretary.” In other words an RFID chip such as are used in a number of dogs and cats. Just like Obama’s dogs. Nearly every liberal blog out there is currently in high dudgeon, outraged over the “vicious, mean-spirited rumor mongering of the far right”. They claim that this subtext of the bill merely exists as an example of the thoroughness of the healthcare legislation, and that if doctors are going to use RFID chips to monitor their patients’ health than those devices should be regulated. On its surface this seems perfectly reasonable, but then I think about the people who would have the power to decide what “other data” is deemed appropriate.

WHO Publishes Plans To Take Over The Whole Of Society In Pandemic Emergency
WHO has just released its “Whole of Society Pandemic readiness guidelines" first prepared in April 2009, the same month the swine flu virus mysteriously appeared in Mexico City, and revised in July 2009. The plan outlines how WHO will take over a country’s essential services, including water and sanitation; fuel and energy; food; health care; telecommunications; finance; law and order; education; and transportation under the pretext of a pandemic emergency. WHO claims even a moderate flu “pandemic” will “test the limits of resilience of nations, companies, and communities, depending on their capacity to respond” and require WHO to assume charge of government functions. “National inter-ministerial pandemic preparedness committees should map out the central government’s roles, responsibilities, and chain of command and designate lead agencies,” says WHO, omitting to mention these committees answer to the UN health body.

Chinese Scientists Create Second Artificial Snowstorm
Chinese scientists have artificially induced the second major snowstorm to wreak havoc in Beijing this season, state media said today, reigniting debate over the practice of tinkering with Mother Nature. After the earliest snow to hit the capital in 22 years fell on November 1, the capital was again shrouded in white yesterday with more snow expected in the coming three days, the National Meteorological Centre said. The China Daily, citing an unnamed official, said the Beijing Weather Modification Office had artificially induced both storms by seeding clouds with chemicals, a practice that can increase precipitation by up to 20 per cent.

Water On The Moon Puts Moon-First Plan Center Stage
It turns out that the moon has a significant amount of water according to NASA scientists.  The one-two punch that the Lunar Crater Observation and Sensing Satellite or LCROSS probe and its Centaur rocket upper stage kicked up amounted to about 25 gallons worth of water when it impacted the moon last month.  There was some disappointment from amateur astronomers who wanted to see an explosion and a lack of understanding from the talking heads in the media who tried and failed to understand the importance of this mission when it took place.  However, regardless of the fact that the space buffs didn't get "Armageddon" and the fact that the mainstream media utterly missed the boat - the fact remains, there are large amounts of water on the moon - scientists confirmed as much Friday.

Dawn Enters Asteroid Belt - For Good
NASA's Dawn spacecraft re-entered our solar system's asteroid belt today, Nov. 13, and this time it will stay there. Dawn first entered the belt (whose lower boundary may be defined as the greatest distance Mars gets from the sun (249,230,000 kilometers, or 154,864,000 miles) in June 2008. It remained within the belt for 40 days before its carefully planned orbital path brought it below the asteroid belt's lower boundary. This time around, Dawn's flight path will remain above this hypothetical lower boundary for the rest of the mission and for the foreseeable future - Dawn will become the first human-made object to take up permanent residence in the asteroid belt.

Dream Of Solar Sailing In Space Lives On In New Project
Its designers call it LightSail-1. And if it works as advertised, the solar sail project would represent a baby step toward humanity’s first starship. This week, the California-based Planetary Society announced a new project to launch a small spacecraft propelled by a solar sail. In principle, the idea is simple: Use the sail to intercept sunlight, which presses on the sail much like wind on canvas. (The same pressure keeps the sun from collapsing under its own gravity.) Initially a solar-sail craft builds momentum almost imperceptibly. But with no friction in space to resist its motion, the craft in theory should go faster and faster, as long as there is enough light to propel it. It requires little on-board fuel for course corrections, since the sails can be “trimmed” to change course, just as a sailboat’s canvas is trimmed. This is the one known technology that can get up to the speeds as you leave the solar system “that make interstellar flight not completely ridiculous,” says Bruce Betts, director of projects for the Planetary Society, which is undertaking the $2 million demonstration effort.

Evidence for the Higgs would be the capstone of an edifice that particle physicists have been building for half a century - the phenomenally successful theory known simply as the standard model. It describes all known particles, as well as three of the four forces that act on them: electromagnetism and the weak and strong nuclear forces. It is also manifestly incomplete. We know from what the theory doesn't explain that it must be just part of something much bigger. So if the LHC finds the Higgs and nothing but the Higgs, the standard model will be sewn up. However, if the theorists are right, before it ever finds the Higgs, the LHC will see the first outline of something far bigger: the grand, overarching theory known as supersymmetry. SUSY, as it is endearingly called, is a daring theory that doubles the number of particles needed to explain the world. And it could be just what particle physicists need to set them on the path to fresh enlightenment.

Rosetta Anomaly Stumps Scientists
When the European Space Agency's (ESA) Rosetta spacecraft swings by Earth tomorrow for a critical gravity assist, orbital data will be collected that could help unravel a cosmic mystery that has stumped scientists for two decades. Since 1990, scientists have noticed that their spacecraft sometimes experience a strange variation in the amount of orbital energy they exchange with Earth during planetary swing-bys. The unexplained variation is noticed as a tiny difference in speed compared to what is predicted by fundamental physics. ESA scientists said that the unexplained speed variations are extremely small: NASA's Galileo satellite experienced an increase of just 3.9 mm/s above the expected value when it swung past Earth in December 1990. The largest unexpected variation - a boost of 13.0 mm/s - was observed with NASA's NEAR spacecraft at its Earth swing-by in January 1998. NASA's Pioneer 10 and 11 spacecraft are also showing flight path anomalies.

Minot Air Force Base Members of the 91st Missile Wing at Minot Air Force Base will make history Dec. 1 when they become part of a new command Air Force Global Strike Command. The new command will oversee all of the Air Force's nuclear forces intercontinental ballistic missiles and bombers. They'll be under a new command but the men and women who serve in the Minot missile wing won't notice much change in their jobs, except they'll be wearing the new Global Strike Command patch on their uniform, say new command officials. Neither will airmen with the 5th Bomb Wing at the Minot base see a major change in their jobs when that wing becomes part of the new command on Feb. 1. However, Minot AFB will be the most unique Air Force base in the new command, as it is now.

How The US Secretly Funds The Taliban
Welcome to the wartime contracting bazaar in Afghanistan. It is a virtual carnival of improbable characters and shady connections, with former CIA officials and ex-military officers joining hands with former Taliban and mujahedeen to collect US government funds in the name of the war effort. In this grotesque carnival, the US military's contractors are forced to pay suspected insurgents to protect American supply routes. It is an accepted fact of the military logistics operation in Afghanistan that the US government funds the very forces American troops are fighting. And it is a deadly irony, because these funds add up to a huge amount of money for the Taliban. "It's a big part of their income," one of the top Afghan government security officials told The Nation in an interview. In fact, US military officials in Kabul estimate that a minimum of 10 percent of the Pentagon's logistics contracts--hundreds of millions of dollars--consists of payments to insurgents.

Some of Britain’s most dangerous Al-Qaeda leaders are promoting jihad from inside high-security prisons by smuggling out propaganda for the internet and finding recruits. In an authoritative report, Quilliam, a think tank funded by the Home Office, claims “mismanagement” by the Prison Service is helping AlQaeda gain recruits and risks “strengthening jihadist movements”. Abu Qatada, described by MI5 as “Osama Bin Laden’s right-hand man in Europe”, has published fatwas — religious rulings — on the internet from Long Lartin prison, in Worcestershire, calling for holy war and the murder of moderate Muslims, it reveals. Abu Doha — said to be Al-Qaeda’s main recruiter in Europe — has taken courses in Belmarsh prison, south London, enabling him to mentor other inmates.

Drugs, Bribes And 'Police' In The Pocket Of The Taliban
To the British, the police are an institution held in trust. Yet the term 'police force' has completely different connotations in Helmand. Having served in Afghanistan with the British Army, mentoring Afghan soldiers and police officers in 2006-7 and again last year, I know that the men who make up that police force are not officers of the law in any way we would recognise. Very few have been through a police academy, most are entirely untrained. They are simply tribal militiamen: a couple of guys grabbed from a village, stuck in a uniform, given a gun and told 'You are police'. Their allegiances are not necessarily to the government or even to the provincial governor - merely to their village or tribe or the area they come from. Meanwhile, they are infiltrated by the Taliban at every level. The man named locally as responsible for shooting dead the five British soldiers this week is known to have links with the Taliban. The way the system works is that the Afghan government employs warlords who, in turn, recruit locals to serve as militia.

How To: Survive A Dirty Bomb Attack
On Sunday, the National Geographic Channel will air Dirty Bomb Attack, a one-hour docudrama about a hypothetical radiological attack on Portland, Maine.  Among other things, the plot features first responders who venture into the hot zone; a pregnant mother and her child who must escape from contamination; and government scientists who comb the site to conduct forensic research. Perhaps hoping to avoid an Orson Welles moment, Joseph Krol, associate administrator for the Office of Emergency Operations for the National Nuclear Secuity Administration, published a blandly reassuring op-ed in the Portland Press-Herald. “Through the Department of Energy’s National Nuclear Security Administration (NNSA) and our National Laboratories, the federal government has the world’s best nuclear experts working to prevent and respond to nuclear terrorism,” he wrote. “Should the unthinkable ever happen, the U.S. government has the tools to respond.”

Obama: Time Running Out For Nuclear Deal With Iran
U.S. President Barack Obama warned on Sunday that time was running out for Iran to sign on to a deal to ship its enriched uranium out of the Islamic Republic for further processing. Standing beside Russian President Dmitry Medvedev, after the two leaders met Sunday on the sidelines of the Asia-Pacific Economic Cooperation forum, Obama said: "We are now running out of time. Unfortunately, so far at least, Iran appears to have been unable to say yes to what everyone acknowledges is a creative and constructive approach," Obama said. Medvedev, for his part, said he still hoped to convince Iran to send its enriched uranium to Russia where it could be further processed to fuel an aging medical reactor in Tehran.

Obama Hails China's Expanded Role Toward Global Domination
President Barack Obama said Saturday that he welcomes a robust China on the world scene, but he cautioned that all nations must respect human rights, including religious freedoms. In a speech to prominent Japanese, Obama called himself "America's first Pacific president" and urged greater cooperation between the United States and Japan and other Asian countries. He played down some Westerners' fears of an ascending China, especially in economic affairs. "We welcome China's efforts to play a greater role on the world stage, a role in which their growing economy is joined by growing responsibility," Obama said. "The United States does not seek to contain China," he said. "On the contrary, the rise of a strong, prosperous China can be a source of strength for the community of nations."

Turmoil At Washington Times: Will Politicians Distance Themselves From Moon-Owned Newspaper?

The blog Talking Points Memo reports that the firing of top executives may have been related to envy by Preston Moon over control of the wealthy church/business empire.

Texas Governor: USA Rolling Downhill Like A Snowball Headed For Socialist Hell
Gov. Rick Perry had some pretty strong comments about the Obama administration on Wednesday in Midland, saying, “This is an administration hell-bent on taking America towards a socialist country.” The first part of Perry’s remarks focused on what’s called the Alien Transfer and Exit Program, something that he has been talking about for more than a week. Perry describes it as a plan where illegal immigrants who are captured in Arizona are sent to the small Texas town of Presidio and set free. It’s a sign that the Obama administration is trying to punish Texas, Perry said, adding that members of the state’s congressional delegation, as well as his office, weren’t given any warning of the administration’s plans for Presidio.

U.S. Moves To Seize 4 Mosques And Skyscraper Tied To Iran
Federal prosecutors took steps Thursday to seize four U.S. mosques and a Fifth Avenue skyscraper owned by a nonprofit Muslim organization long suspected of being secretly controlled by the Iranian government. In what could prove to be one of the biggest counterterrorism seizures in U.S. history, prosecutors filed a civil complaint in federal court against the Alavi Foundation, seeking the forfeiture of more than $500 million in assets. The assets include bank accounts; Islamic centers consisting of schools and mosques in New York City, Maryland, California and Houston; more than 100 acres in Virginia; and a 36-story glass office tower in New York. Confiscating the properties would be a sharp blow against Iran, which has been accused by the U.S. government of bankrolling terrorism and trying to build a nuclear bomb.
